simple answer

a bucket of water wieghs 20 pounds. What can you add to the bucket to make it wiegh 12 pounds?

heat to make the water evaporate, a hole with gum to patch it when the water gets down to the proper weight. A straw to sip up the excess liquid.

Simple, yet not so simple.  

How much does the bucket weigh?  
The bucket and the water together weigh 20 pounds.  The only way you could just randomly make a hole anywhere in the bottom of the bucket is if you have a 12 pound bucket and you let all the water drain out.

Otherwise:
Water weighs about 8 1/2 pounds per gallon.  To make it weigh 12 pounds, you would have to figure out how much volume a little less than a gallon occupies in the TOP of the bucket (unless the sides are straight, it's a modified cylinder or a truncated cone--so you'd have to do some math) and then place the hole accordingly to drain off the proper amount of water.

it is that simple in my world. just add a hole. if it doesnt go to 12 pounds then add another one.

well if the bucket is twelve pounds and you add a hole in the bottom all the water will drain out but the bucket will be just under 12 pounds with the mass of the hole missing

If you have a scale that sensitive, it will also weigh the residual water clinging to the bottom and sides of the bucket and inside the hole.

okay and if we really want to get technical.

Water weighs 8.33 pounds per gallon. Trust me they drilled that number into our heads during the math portion of the apprenticeship for plumbers.

The only scale I have at home will measure acuracy within 1/700,000 of a pound.
